I got this error after i flush the ROM. The only solution is to write it back, so this is what i tried.
Before anything else, note down the imei of your phone - you can find it under the battery.
Write/Change IMEI:
OPTION 1: (Without Using Computer)
If you encountered problem from the above procedure like:

- Open Dialer
- Dial *#*#3646633#*#*
- Under Connectivity, Click "CDS information"
- Radio Information
- Select Phone1 (SIM 1)
- Click AT+
- Type AT+EGMR=1,7,"YOUR SIM1 IMEI HERE"
- a message popup "Sent"
- Reboot you phone
- Repeat step 1-4
- Select Phone2 (SIM 2)
- Click AT+
- Type AT+EGMR=1,10,"YOUR SIM2 IMEI HERE"
- a message popup "Sent"
- Reboot you phone
If you encountered problem from the above procedure like:
- Nothing Happens after you dial those #'s.
- You cannot find CDS information Tab.
OPTION 2: (Computer Unit is needed)
- Root your Phone (See Rooting Android Phone Procedure here)
- Download MTK_IMEI_Write_Tool to your computer
- Open the file
- Press "Y"
- Enter IMEI1
- Enter EMEI2
- Press any key to exit
- Open the folder where you save the IMEI_Write_Tool, You can see there the IMEI.bak
- Connect your phone to your computer, then copy the IMEI.bak to SDCARD
- Download Mobile Uncle Tool to your phone.
- You may disconnect your phone from the computer now.
- In Phone, Install mobile uncle tool
- After installation, Open Mobile Uncle
- Click Backup/Restore EMEI
- Click Restore from SDCARD
- If success, Reboot you phone
